Hurricane Katrina Neighborhoods Rebuilding Plan
Lambert’s reconstruction plan developed with local partners helped residents identify and prioritize specific investments and programs in each neighborhood, as well as estimate the cost and funding source/structure for implementation.
PROJECT SUMMARY
Hurricane Katrina was the most destructive natural disaster to ever hit an American city. Over 550 people lost their lives, 138,000 homes were destroyed and the city was evacuated. After the storm, the city turned to Lambert and its partner SHEDO to organize and undertake the Neighborhoods Rebuilding Planning Process in order to develop Neighborhood level plans for the 49 neighborhoods flooded by Katrina, hand-in-hand with the residents of those communities.
As the lead consultant overseeing the work of more than 20 local, regional and national professional service firms, Lambert was responsible for developing reconstruction plans for the 49 affected neighborhoods. The reconstruction plan helped residents identify and prioritize specific investments and programs in each neighborhood, as well as estimate the cost and funding source/structure for implementation. The plan was developed consistent with the requirements of HUD, FEMA, and the State of Louisiana. Subsequent to its completion, the plan is widely known as “The Lambert Plan”.
The Neighborhoods Rebuilding Plan and subsequent implementation is broadly credited with the successful recovery of the City of New Orleans neighborhoods from the impact of Katrina.
